I am also looking for average occupancy rates of each county, if possible broken up by month.
Thanks for your question. Let me direct you to the chambers of commerce for Boulder and Broomfield. Have you had any contact with them yet? These organizations should track hotel capacity for the region. I don't know if they will also know the average occupancy rates, but I would think it's a good bet. Chances are they've assessed the industry for tourism and convention information.
For City of Boulder: The Boulder Convention & Visitors Bureau, which is housed in the Chamber of Commerce, mentions they have over 2,000 guestrooms for Boulder alone. http://www.bouldercoloradousa.com/contact-us/.
A Daily Camera article on new hotels in Boulder, quotes Mary Ann Mahoney, the executive director of the Boulder Convention & Visitors Bureau as a source for occupancy rates.

Also, you might contact the Boulder and Broomfield County assessor's office. They send out a questionaire to hotel/motel owners which, while confidential, may possibly be aggregated (anonymously) in a database. They do query on the number of rooms and occupancy rate. Also, although this is not exactly what you are requesting, I've attached some reports from our business directory, RefUSA, which lists the hotels/motels in each of the counties, as well as reports from the 2012 economic census which report on the number of establishments in each county.
